2000 Honda Civic

I am having a problem with my 2000 Honda Civic, there is a dark watery liquid coming out of the end of the muffler, its not pure oil because theres no smell to it and it could be mixed with water. The car does not burn much oil at all and there is a little bit of dark smoke coming out of the muffler when you rev the car up. Also the engine check light is on and when you turn the key the ignition you can hear something for 2 seconds on the front right side of the car then it turns off and the engine check light blinks and comes back on. Do anyone have any idea what this is?

Sounds like a bad EGR valve.  You'll get black smoke, tar like substance when EGR goes bad.  But get that code checked before you spend the money on an EGR.  The part alone could run 150 bucks.  But it is an essential emmissions component, and if you have to go through emission tests in your state, you will not pass without it.

When turning the key in the ignition, the engine check light comes on and quickly flashes once, does anyone know what code that is?

There's a thousand things it could actually be.  Impossible to tell you exactly what it is over the internet, I can't see your car from this far away.  I'm almost willing to bet my paycheck it's the EGR valve.

Most part stores will hook up their scan tool and tell you the code number for free.  Get the code number and post back here.  That's the only way to tell.

The engine code error that comes up is P0135 - 02 Sensor Heater Circuit Malfunction (Bank1 Sensor1) Can anyone tell me what this problem is please?

This would be the O2 sensor before the cat convertor.  Could be that the sensor itself is bad or a short/open in the wiring or harness.  O2 sensor's do fail over time.  And it could be the cause for the black smoke.  Threw me off when you said right side of engine compartment, because that's normally where the EGR is located.  Both EGR and O2 will cause black smoke.  But there's also other mechanical things that can make an 02 go bad.  If the car is due for a tune up, I'd do the tune up along with the 02 sensor.  If it was bank 2, I would say the cat needed replacing, but I'm unsure of wheter or not bank 1 would qualify.

As you were saying about Bank2, there was also another code came up, P0141. I think which is the same malfunction but bank2 I think as you were saying.

The O2 sensors for your vehicle have a heater element built into the sensor to get and keep the sensor to operating temperature.  The oxygen sensor needs to be at operating temperature (around 600 degrees F) before they start to output a voltage signal.  The ECU turns on the heater in the sensor by grounding the heater circuit.  The ECU also has on board diagnostics that monitor the time it take for the O2 sensor to become active.  If the sensor doesn't become active within a specified time the ECU assumes there is a problem with the heater circuit.  The ECU also has the capability to detect a short or open in heater circuit by monitoring the heater circuit voltage.  There are two other codes that will set for an open or short in the heater circuit.

You should test the heater circuit in the O2 sensor before the cat for an open by measuring the resistance in the heater with an ohm meter.  You can do this by disconnecting the connector at the o2 sensor and probing the heater terminals on the connector half going to the O2 sensor.  If there is no continuity, the heater is open.

Since the ECU is unable to receive an accurate signal from the O2 sensor because there is a heater issue, the ECU will run the fuel injection system in open loop.
