All the 5 points mentioned in the checklist are good but you won't require to follow them in case you decide to buy a used/seized car from car auctions. These are auctions held by the government and police and are sold at upto 95% off their present value. The cars are well maintained and are usually a year or two years old.

Maintenance and repair history.
Was it in a flood?
Was it junked and then sold?
Do all the "VIN" numbers match?
Was it re-painted (This could be an attempt to hide something).
Does the installed engine match the "VIN"? (If not suspect a swap).
